TFWP is mainly based on employer demand to fill specific jobs and its objective is a “last resort” effort by employers to fill jobs for which qualified Canadian citizens and permanent residents are not available. Employer’s must obtain an LMIA where an employer-specific permits (TFWs tied to one employer) is required. Majority of temporary foreign workers processed through TFWP are low-skilled/low-wage (e.g., farm workers) and the main source countries are developing countries. The lead department for TFWP is Employment and Social Development Canada (ESDC) that works in cooperation with Immigration, Refugee, and Citizenship Canada (IRCC) and Canada Border Services Agency (CBSA).
IMP, on the other hand, is not based on employer demand and its objective is to advance Canada’s broad economic and cultural national interest—workers and reciprocity are deemed to be in the national economic and cultural interest. IMP is based largely on multilateral/bilateral agreements with other countries (e.g., NAFTA, GATS). Employers are not required to obtain an LMIA where participants, generally, have greater mobility and are usually granted open permits. The lead department for IMP is IRCC that works in cooperation with ESDC and CBSA.
