Most provinces and territories in Canada have their own “streams” (immigration programs that target certain groups) and can nominate individuals that have the skills, education and work experience who can contribute to the economy of a province or territory.  These individuals may be students, business people, skilled workers or semi-skilled workers. 

1. Nomination under a non-Express Entry stream:
   • ​​Apply through the paper-based process
   • If the province or territory finds the candidate eligible and nominates him/her
   • Candidate will send an application to Immigration, Refugees and Citizenship Canada (IRCC)
